The UAE's Ministry of Energy and Infrastructure has opened a tender for the study and design of the Fourth Federal Highway Corridor, known as E-911. The road would run 68km from the Dubai-Sharjah border to Al Shuhada Road in Ras Al Khaimah, with an 8km link to Emirates Road (E-611) in Umm Al Quwain.

The ministry says the highway would have 12 to 16 lanes in total, depending on the section. Only Category A engineering consultancies can bid, and the contract covers studies, design and, as an option, supervision of the works. Tender 2026-022 was issued on 15 October and bids close on Friday, 23 October.

The cost and the construction timetable have not been announced. It is a separate project from Dubai's own 80km fourth corridor, announced in September, which runs from Al Shanouf Road in Sharjah towards Al Faya Road in Abu Dhabi.

For drivers who use Emirates Road and the E-311 between Dubai and the northern emirates, nothing changes yet: this stage is design only, and no opening date or route map has been published.
